The regiment was formed in 1689 ish, I know it first went to war in 1690. Anyway back then Welsh was spelt with a C not a S. Some time between then and now someone grammed it.

On a recent holiday I had the pleasure of visiting there museum. I was wondering the same thing. It turns out that its an honour given to the regiment that they where allowed to keep the original spelling( as max says). There other honours include a regimental goat (1 of which is presented to them for every monarch) the goat was originally presented with a herd from the shah of persia as a gift to Queen Victoria, and so a decended goat is presented each time a new monarch comes to the thrown and it marches with the pioneers ( carrying silver pick axes)of the regiment on parades. They also have that black flash on the back of the neck. This was so that soldiers in the red coat days with long hair wouldnt get the grease from the hair on there tunic. and best of all. It was tommy atkins regiment! Thomas Atkins was chosen from the Welch regiment at random for a specimen of the new pay books. hence why soldiers became known as Tommy's ;D
